Devonne Palmer

Founder & CEO. Devonne Palmer founded VEQSA in 2025 and created Optimization Intelligence™ as a distinct system-level AI category for increasingly intelligent, agentic, and autonomous environments.

His work begins with a defining systems principle: local intelligence does not guarantee global optimization. As models, agents and automated systems become more capable, organizations still need a disciplined way to optimize outcomes across competing objectives, constraints, resources, policies and changing operating conditions.

Palmer developed the category thesis, shaped VEQSA's proprietary architecture and led its progression from first principles to working technology and a frozen RC1 baseline. That release candidate passed internally controlled end-to-end acceptance and an isolated restore from independently preserved release materials.

He now leads VEQSA's category stewardship, product and intellectual-property strategy, enterprise validation, commercialization, strategic partnerships and ecosystem development—advancing Optimization Intelligence™ from documented category authorship and technical implementation toward comparative evidence, enterprise adoption and broader market establishment.
